Joann Salley-Howell join the Utilities Technology Council in June 1990. She started working with them as a Data Entry operator and is now the Vice President of Spectrum Services. Her responsibilities include assigning and helping licensees in the Industrial Business Pool/ Part 90 users to obtain a valid license with the Federal Communication Commission and to make sure they comply with FCC rules. She assigns frequencies to different users based on their qualifications and sends their applications to be licensed with the FCC. She does coordination for many entities such as utilities. schools and individual businesses for daily uses and helps them with other services as needed.
