David Rines, a Member of the law firm Lerman Senter, focuses on regulatory, policy, and transactional issues for commercial and private wireless services, with a particular focus on electric utilities and other critical infrastructure entities. The scope of his practice includes spectrum policy, spectrum acquisition and management, licensing, infrastructure matters such as pole attachments and collocation, broadband access services, regulatory compliance, transactional matters, and new and emerging technologies. In 2018, UTC presented David and Lerman Senter with the 2018 IMPACT Award for contributions to and impact on the utility industry.
David received his Bachelor's from the University of Minnesota, Duluth, and then served in the U.S. Army as a Russian linguist with the Tenth Special Forces Group, and with the Defense Attaché Office at the U.S. Embassy in Kyiv, Ukraine. After completing his military service, he shifted his focus to law and graduated from Georgetown University Law Center.
